Members per accounting documents

This is the list of paying members from Cathie Mayo's October 2006
accounting for LegalXML. I do not recall seeing a number of these names
on the ballot, which included 29 eligible voters. The list provided by
Cathie has 42 by my count, leaving 13 not on the list of eligible
voters but paid up members.

Do we have an explanation for the discrepancy between paying members and
eligible voters?
