ROP template, Rules changes

Yesterday we agreed that SC members could individually submit comments
on these referenced items to OASIS identifying themselves as SC members
that are speaking on their own behalf only and not for the SC; in the
interests of fairness to all, unless there is objection, please copy
any submission to the SC, particularly if you identify yourself as a
member of the SC. If there is objection to this request, please post it
to the list.
