Thanks Patrick;  my only concern was that the rules, and
statements of goals/purposes, should not be changed so as to prevent
a MS from existing before a TC is created, or after its affiliated
TCs close.

Of course, a given MS could *choose* to impose similar
constraints, as a one-off, in its own RoP.  Jamie
