eNotarization TC - Funding Request

The eNotary TC has been
allocated budgetary funds of $15,000 to engage a consultant for 2007. The TC is
looking a comprehensive set of standards that build upon the TC's use case
document, the five existing abstract profiles for LegalXML, and generates deliverables
that can enable interoperable applications to begin testing within the next
fifteen months.



Since the funding allocation
was approved, the TC has had discussions with one candidate. Another candidate
has expressed some interest. However, neither potential consultant has been
willing to commit fully to the task without adequate overall funding. To engage
the level of talent and commitment necessary in a consultant, the TC believes
budgetary funds of an additional $35,000 will be necessary, for a total
consulting contract of $50,000.  Based on the past experience of LegalXML EFTC,
MISMO and PRIA with consultants, this is realistic and reasonable funding for
the level of consulting work needed. 



The TC therefore
respectfully requests $35,000 of the 2008 budget funds to be approved by the SC
for this purpose and added to the $15,000 already allocated for 2007.
