Carol Thanks very much for the opportunity to comment on this very useful document. One problem we have been wrestling with in the eGov MS is how to fully engage with and receive feedback from the MS participants. They are by and large a silent band of folks and we find it very difficult to get any sort of responses from them. One way we have decided to tackle this is to open up, occasionally, one of our regular StC meetings to give them the opportunity to hear and comment on the work of the StC. This also of course supports the important rationale that there should be no secrets between the StC and the MS.
Other MSs may wish to consider this as a worthwhile course of action or may be able to tell us how else too overcome this issue.
I've suggested amendments in the attached to this effect, plus some other suggested minor edits.
