revision of OASIS TC Process

OASIS members:

The OASIS Board has revised the OASIS TC Process to change the number of 
votes required to approve or reject a proposed OASIS Standard to 15%. 
This change has been made in the Process document published at 
http://www.oasis-open.org/committees/process.php
