[mgmtprotocol] Proposed Statement of Purpose for new TC

Yesterday, the MPTC passed the following motion:

Motion:  Disband the MPTC, subject to the approval of OASiS Board and Staff,
  and apply for a new OASIS Web Services Mgmt TC.
Unanimous approval vote:  Veena, Jim, Heather, Fred, Gil, Winston, Karl,
Yoshi, , Richard


In planning to submit for a new TC, the following statement of purpose was
composed:

Statement of Purpose for Web Services Distributed Management (WSDM):
To define web services management.  This includes using the web services
architecture and technology to manage distributed resources.  This TC will
also
develop the model of a web service as a manageable resource.  This TC
will collaborate with various evolving activities within other standards
groups,
including but not limited to, DMTF, GGF, and W3C.
