The version 3.1 spec states that the CONNECT packet length takes
priority over the state of the username flag, for backwards
compatibility with version 3 - i.e. if the username flag is set to 1,
but there is no username then the packet is valid but has no username.

Changing this to be considered as a malformed packet may be desirable,
but it is a backwards incompatible change.
