MQTT v.next charter ready for final review

Hi all, 

Great progress at the face-to-face session in Bellevue this morning. We've now uploaded the final draft of the MQTT v.next charter wording for wider TC review. Note: the intention is approve this on Wednesday.

There will be a walk-through on Tuesday's TC call at 09:00 PDT / 17:00 BST.
