I would prefer absence of a credit value on CONNECT/CONNACK to mean 65535, to aid compatibility with old clients or new clients that don't want to implement flow control.
effectively it means that flow control is disabled.
A value of zero should be a protocol error, implying disconnection, so that we are free to assign a meaning in the future.
