There are variations. My suggestion would be to eliminate "in the manner described in section ..."

Examples:

752 A Property consists of an Identifier which defines the usage and data type, followed by the Value. The
753 Identifier is encoded as a Variable Byte integer.

1284 This is the length of the variable header, encoded as a Variable Byte integer in the manner described in
1285 section
