re: MOX Comment Resolution Log timestamps

A discrepancy has been identified in the timestamps used
between the publicly-accessible list archives and the members-only email view
in Kavi. All but the last comment were actually received during the review
period. I generated the initial list for discussion by the proposer group from
the publicly-accessible archives:

rather than the member-only view:

http://www.oasis-open.org/apps/org/workgroup/oasis-charter-discuss/messages.php

The good news is that all of the comments were discussed and
replied to; in the future I will ensure that the members-only view be used to
determine which messages were received within the allotted timeframe.
