I believe the formal audience is implementors, but we'll have document
authors, and ODF deployers as the informal audience. We are formally
telling folks who implement ODF what they must do to support all of the
accessibility features in ODF (and what they need to to do support AT
and other desktop accessibility features). However, the document
content stuff can also be read by document authors.
