I had started my section before the meeting. I posted my working draft for which Peter might start with as I fixed the header, etc. That never maid it through OASIS mail. here it is:

Yes, OO supports HTML export. What we meant by this is a table comparing content conversion between alt text in ODF and HTML.

I would think one TOC for the entire appendix but I would leave that up to the group to decide. I am indifferent.
