CT and OpenDocument Document (ODF 1.2, 2.2.1)

Greetings!
What impact will counting "components" have on the current definition of
"OpenDocument Document" in ODF 1.2 2.2.1?
As you may recall, we define both an OpenDocument package and a single
XML file format.
I suppose the prior question should be: Is anyone using the single XML
file format?
