Process question/concern

Greetings!
About to post the first CT item (I will limit myself to business days)
but have a meta-question to think about before our next meeting.
When the TC agrees to accept a use case/requirement, shouldn't we record
it in JIRA so further progress on it can be tracked by both TC members
as well as the public?
True, email discussions can be tracked, but not well.
I was prompted to ask because the first "use case" is at least in my
view, a couple of related but distinct use cases. Keeping that separate
over a review/drafting process in email is going to be difficult.
Not expecting an answer but just wanted a placeholder for this issue on
our next agenda.
