Thanks for contacting us, and for the 'referenced-schema' you provided. 
Could you provide some information on whether your cross referenced 
version was generated by some automatic process?
The schema is extracted from the specification's ODT file by an XSL 
script. which makes the specification document the single normative 
source for the schema. It would be helpful, if the crossreferenced 
version could be generated in that process too. (Maybe it's even 
possible to generate the references within the specification docuement 
itself)
