Regarding Specification: OpenDocument Text

I should read the manifest file META-INF/manifest.xml, that is contained within an OpenDocument file.

However, when I try to load this file by a Visual Basic command, an error message shows that the file "Manifest.dtd" has been not found (and in fact it not exists within the document!).

Where I can find it?
