[formula] Comment on test case for RIGHT()

Section 6.19.18 of the openformula specification contains test cases for 
RIGHT().

There should be a test case for Length < 0 (producing error).

Also, the test case for Length == 2^15-1 is not entirely consistent with the 
equivalent test for LEFT(), which states "Needs to return empty string at 
level > 1."
