[formula] Comments on SUMSQ()

Section 6.15.62 of the OpenFormula specfication provides semantics and Test 
Cases for SUMSQ(). However both the Semantics section and the Test Cases both 
use SUM where they should use SUMSQ. This makes all of the test cases 
incorrect.
