table:table-template unanchored?

To the technical committee,

Section 14.5 in OpenDocument-v1.1-cs1.odt says: Table [Templates] are 
contained in the <style:master-styles> element.

However, when I look at the schema (version 1.1), I get:

1) There is no such element called <style:master-styles>, There is only one 
called <office:master-styles>.
2) The <office:master-styles> doesn't reference <table:table-template> -- in 
fact no element references <table:table-template>
