[Formula] Comment on FIXED()

Openformula specification 20070201.odt, section 6.18.9 covers the FIXED() 
function.

It is specified to have "Constraints: D >= 0." 

However the descriptive text part describes handling of negative values, which 
is not consistent with that constraint.

I think one or the other should change.
