[formula] ASC and JIS underdefined

The description of ASC() and JIS() is poorly defined in 
openformula-20070322-wheeler.odt.

The meaning of "full width" and "half width" needs to be defined, and the 
process for converting needs to be explained (or a normative reference 
added).
