The common solution to do this is to have a document wide baseline-grid.
Where the lines are placed at steady (vertical) intervals irrespective of
font size.
The effect this has is that the bottom line on a page is always at the
same position, no matter what comes before.
We already have that feature in ODF IIRC. And I think this solves the
problem you posted nicely.
