"may not" considered harmful (ODF 1.1)

It is claimed that ODF 1.1 conform to ISO/IEC directives Part 2. 
However, ODF 1.1 uses "may not", which is prohibited by the following
sentence in Annex H of the directives.

	Do not use "may not" instead of "shall not" to express a
	prohibition.
