The para defines an attribute specifying a data type, then a string
element value which is not constrained to be of that type, rather it
refers to another
paragraph which contains a larger list of types? If this is to be
carried forward to 1.2, how will you define conformance to this para?

The value of the element, which is the metadata in the format
described in section 6.7.1 as value of the office:value attributes for
the various data types.

More simply.
The data type of the element content must match the type defined in
the meta:value-type attribute.
