On reflection, I think perhaps it is no business of ODFF how individual 
applications deal with missing parameters syntax (although maybe this 
needs raising as a Calc interoperability issue)? However ODFF has to 
specify this somehow, maybe with all ';' included, and will presumably 
need to note in the top section somewhere that there are alternative 
syntaxes.
