The link you posted works fine for me.  The document is in ODF format, so 
you will need to download an ODF editor in order to read it.

In any case, I think the document you really want is the Project Editor's 
report on the DIS 26300 Disposition of Comments:

This shows how NB comments on DIS 26300 were resolved, including Japan's 
URI/IRI comment.  These changes were approved by SC34 NB's in a 30-day 
default ballot ending 9/18/2006.  As you recall, Japan did not object at 
the time.
