ODFF: INTRATE function

This is another function (like RECEIVED) where the year has to be 
identified in basis 1. Calc and Excel do it differently. It needs 
specifying in ODFF.

Again, the formula does not allow for compounding of the 
interest, so seems to me to be most applicable (or only 
applicable) to short term investments ( < 1 year )
