Very often ODF fails to distinguish non-normative information about 
what is standardized elsewhere and normative requirements.  This is 
a great example.

In this case, 2.11 End-of-Line Handling of the XML recommendation 
is very clear.

I would argue that nothing about End-of-Line Handling should be 
stated in the ODF specification.  I can live with a non-normative 
note, which mentions 2.11 of the XML recommendation and states what will
happen if &#x0D; appears.

BTW, attribute normalization in ODF 1.0 has similar problems.
