Dear ODFers,

1.4.5 has:

For a foreign element that occurs at another location, conforming
processors should not interpret the element's content, but may only
preserve its content.

* what happens if a foreign element wraps native elements? Are they to
remain un-interpreted ?

* "may only" --> "shall"; or "may only" --> "may" ?

* as above, what does "preserve its content" mean? String value? Text
value? Subtree? Or ... ?
