Needs a scope statement (ODF 1.2 CD01)

Dear all,

ISO/IEC standards have to have a scope statement. The Part 2 Directives
6.2.1 explain:

"This element shall appear at the beginning of each document and define
without ambiguity the subject of the document and the aspects covered,
thereby indicating the limits of applicability of the document or
particular parts of it."

The ODF spec needs such a statement.
