Hanging paragraphs (ODF all versions)

Dear all,

The ISO/IEC Directives forbid what are termed "hanging paragraphs": text
between a heading and subsequent sub-heading. It is not possible to
refer to the text in these paragraphs unambiguously using clause
reference numbers.

ODF, though generally correct, has some of these (for example in 9.9.5
and 15.9).

These need to be corrected (and not just because the ISO/IEC Directives
say so).
