chart:legend-align (ODF all versions)

Dear ODFers,

In 18.24 these types of chart alignment are mentioned:

end - legend is aligned at the end of the plot-area (which is right or
bottom)
start - legend is aligned at the beginning of the plot-area (which is
left or top)

Is it correct to assume that the prescribed positions represent "starts"
and "ends" for non-Western users?
