meta:editing-duration (ODF all versions)

Dear all,

In 3.3.2.17 we learn

The <meta:editing-duration> element specifies the total time spent
editing a document.

* How is this time calculated?

* We learn in a note the format of this duration. Why in a note? Is this
not a normative requirement?
