Namespace Names need to change (ODF 1.2)

Dear all,

The current 1.2CD01 draft uses the old Namespace Names from previous versions of the spec for its elements/attributes, for example:

urn:oasis:names:tc:opendocument:xmlns:office:1.0

These need to be changed for ODF 1.2.

* The existence of the substring "1.0" in the name gives a false affordance to users that the current vocabulary uses the 1.0 version of the spec.

* There has been a vocabulary-wide change of semantics (wrt extension elements/attributes) as a result of the new conformance clause, so a change of Namespace Name is desirable.

* Namespaces should be HTTP URIs in accordance with OASIS recommendations http://is.gd/m3by

* A commentary on Namespace change policy should also be provided in accord with those recommendations
