8.1 has:

The representation of tables is based on a grid of rows and columns.
Rows take precedence over columns. The table is divided into rows and
the rows are divided into cells. Each column includes a column
description, but this description does not contain any cells.

Suggest:

"Table representation is based on the concept of grid of horizontal rows
and vertical columns. In markup, rows are partitioned into table cells,
and these cells imply table columns when taken together with cells at
the same row position in the markup of adjacent rows."

Note the last sentence is removed as it is incorrect (unless some
meaning for "column description" is being used which I haven't
fathomed).

All this general purpose table preamble might be better done as a note
anyway, since nothing here is normative.
