Governing schemas for XML rsources referenced in manifest? (ODF all versions)

Dear all,

When an XML resource is referenced by an entry in a manifest, by what
mechanism can it be determined what schema (if any) is to be used to
validate that XML?

Such a mechanism is probably necessary if it is envisaged non-ODF XML
can be included in packages ...
