Conformance language (ODF 1.2 Part 2)

Dear all,

The current draft of Pt 2 mixes ISO-style conformance language ("shall",
"shall not", etc.) with another style ("must", "might", "is acceptable",
"is permitted", etc.)

Such language needs to be made consistent across the document.
