db:hostname (ODF all versions)

Dear all,

18.56 has:

The db:hostname attribute specifies a host on which a server database is
running and accepting connections.
----

* How is the host specified? (syntax etc)

* Must a consumer/producer really ensure that a server is "running and
accepting connections"? if the server is not in this state; or if there
is no access to the specified host, does that affect the correctness of
the document?

Please clarify ...
