db:ignore-driver-privileges - permissions expression / safety (ODF all versions)

Dear all,

18.57 has:

The db:ignore-driver-privileges attribute specifies whether privileges
returned by a database driver should be ignored.
----

* How are "privileges returned by a database driver"? Is there some
format/protocol?

* Is an ODF processor really free to (attempt to) circumvent such
privileges? So if a database communicates that it is not allowing
updates/deletion (e.g.), an ODF processor with this attribute set may
still do so??
