XML Namespaces (Part 3, Draft 11)

Dear all,

The reference to Namespaces in XML is dated 1999. However the URL in
fact resolves to a 2006 version of this spec.

Which spec is intended?

(N.B. JTC 1 requires references to non International Standards to be
specific (dated), so the generic, go-to-latest form of W3C URLs are not
allowed).
