1.2-Part1 ---- Inconsistent use of text case in 1.3

In section 1.3 (normative references), some reference titles are set
in sentence case whilst others are set in (initial caps) title case.
Title case is customary for reference titles in citations. But
regardless of the choice, case should be applied consistently in the
reference titles.
