PRD02 style:volatile - inverted logic?

Dear all,

Pt 1, 19.517 has, for the style:volatile element:

"The defined values for the style:volatile attribute are:

* false: consumers should discard the unused styles.
* true: consumers should keep unused styles."

Is this the right way round? (one would expect "volatile" things to be subject to deletion??)
