PRD02 commas when n < 1000

In 19.468 we learn, of the numberValue attribute:

"
numberValue is a whole or decimal number. The number shall not contain comma "." (U+002C, COMMA) separators for numbers of 1000 or greater.
"

It's okay then for number < 1000 like "-10,000"? And to use the comma as a decimal separator in the continental fashion?
