Sure, as also my proposal says, there are these apps already
mentioned - LibreOffice and its appropriate programs.

You might consider to propose it for a "Google Summer of Code"
(GSoC) project.

A cooperation with the ODF TC (or with an ODF TC member, who works
on the chosen application) already during the implementation of a
new feature is desirable.
To be honest, couldn't find any contact with TC or its member.
Certainly I can see https://www.oasis-open.org/staff/ but no one is
marked as member of TC. Also at
https://www.oasis-open.org/technical-committees/ was no contact of
TC.
The
standard is very comprehensive, so it is easy to overlook or not
find something.
That's true.
I guess, a kind of wiki article would be helpful to contain all the
information you provided via email for now. Then it would be easier
also to refer, if anyone wants to develop ODF.
