That sample has another mistake: the urn for the namespace says

I guess this should be
xmlns:manifest="urn:oasis:names:tc:openoffice:xmlns:manifest:1.0"
(without the trailing dot) as described in "table 1" (section 1.3)
That table says Config instead of config in the prefix column BTW.
