Clarified Charter Proposal

Dear TC members,

attached is a new proposal for the clarified TC charter. The only change 
from the previous version is the one Simon suggested regarding the 
anticpated audience.

Following our discussions regarding new kind of applications and the 
scope definded in the charter, I read the charter carefully once again 
to see if there is something that needs to be changed, and if so, what 
the change could be. It seems to me that the sentence

"In the second phase, this TC will maintain the specification delivered 
in phase one and will extend it  to encompass additional areas of 
applications or users."

clarifies that we may address new document types, at least as long if 
they have some overlap with the document types we have so far or are 
related to them. If this is not the case, then a new TC will probably be 
required anaway, because we then leave the scope of the TC.

I suggest that we vote about the charter next Monday.
