Submission of specifications to OASIS

Dear TC members,

the process of submitting a committee draft for OASIS standardization is
described in

It seems to me that the only larger action item we have to address
before submitting our specification is a statement regarding the
relationship of our spec to similar work.

It contains also examples for certifications that UBL is used sucessfully.
