OpenDocument TC web page

Hi all,

I've prepared the versions of our specification that are called "OASIS 
standard" rather than "committee draft" and uploaded them to our 
document section.

I have also updated and enhanced our web page by adding links to our 
mailings list and FAQ. Feedback and suggestions are of course very welcome.
